Finanţele publice şi responsabilitatea bugetar-fiscală: comentarii asupra proiectului de lege

Abstract

In present article the author makes an analysis of the law project „Law of Public Finance and budget and fiscal responsibility. “It is noted that this law project is intended to improve public finance management through a broader legislative support. The author noted that Republic of Moldova, in the last decade have been carried out a series of reforms in public finance management. The specifics of the current law project, however, is to strengthen budgetary and fiscal discipline and improving procedures for establishing and implementing the budget. Author also mentions that although the past decade have been promoted a series of reforms in public finance, improving it still believes that the new law project on „Public finances and budget and fiscal responsibility“ is a timely and valuable document for improving public financial management. While this document contains many strong sides, according to the author, this law project can be improved taking into account the comments given by the author, comments on specific articles. These proposals being considered by the institution engaged in the drafting of this law project will improve this document on behalf of the entire society.
