Abstract:
The continuous process of public administration reform implies changes regarding the issue of public policy making, implementation and assessment at the sector, inter-sector as well as at the national levels. These changes involve complex activities that aim at improving the quality of the existent and new-elaborated adjustment frame. Public servants are responsible for this fact, but, sometimes, it is rather challenging for them to apply the instruments of change or to perceive the essence of the required amendments. Thus, there is still stringency in striving to develop the necessary abilities, standards and proceedings in public administration for a qualitatively better human factor.
