Unele aspecte ale capitalului uman din Republica Moldova. Studiu comparativ

Abstract

Capitalul uman şi, în special, cel din cercetare, este sursa de bază a dezvoltării ştiinţei, inovaţiilor, nivelului înalt de educaţie şi a culturii în general. În anii 1990, în urma aşa-zisei terapii de şoc a economiei naţionale, în Republica Moldova a dispărut ştiinţa ramurală, iar o bună parte dintre şcolile ştiinţifi ce s-au autodizolvat. Degradarea în masă a capitalului uman în cea mai mare măsură a fost cauzată de reducerea substanţială a fi nanţării sistemului de cercetare-dezvoltare.

This paper analyses the situation of human resources in sciences and technology of the Republic of Moldova. The insuffi cient fi nancial support of S&T system in the 90s of the XX century caused a massive brain drain from research and development as well as a breach in the process of reproduction of researchers. These negative processes affected in special human capital 36-45 years of age, which is considered to be the most productive in S&T activities. The youth that comes in S&T system leaves in a short time for business or foreign countries. Hereby the problem related to the human resources in science and technology of the Republic of Moldova remains to be very acute because of the unsatisfactory fi nancial support of S&T system and lack of the perspective of its development in the near future.
