Algoritmizarea distribuirii optime a mandatelor în sisteme RP

Abstract

Sunt sistematizaţi indicii de apreciere a disproporţionalităţii şi metodele de alocare a mandatelor în sisteme RP. Este demonstrat că minimizarea disproporţionalităţii, în sensul fiecăruia din cei unsprezece indici cercetaţi aparte, se asigură, în funcţie de caz, de una din trei metode: Hare, Sainte-Laguë şi d’Hondt. Este propusă dezvoltarea metodelor SainteLaguë şi d’Hondt, care permite reducerea numărului de paşi şi a volumului de calcule necesare pentru obţinerea soluţiei optime. La soluţia optimă, partidele în pierdere pierd mai puţin de un mandat, iar cele în câştig pot obţine în exces: la metoda Hare – mai puţin de un mandat, iar la metodele Sainte-Laguë şi d’Hondt – mai mult de un mandat.

Iindices of disproportionality and methods of allocation of seats in PR systems are systemized. It is proved that the minimization of disproportionality, in sense of each of the eleven analyzed indices, is assured, depending on case, by one of the methods: Hare, Sainte-Laguë and d’Hondt. Improving of Sainte-Laguë and d’Hondt methods, that reduce the number of steps and calculi needed to obtain the optimal solution, is proposed. At optimal solution, losing parties lose less than one seat, and gaining parties can gain in excess: by Hare method - less than one seat, and by Sainte-Laguë and d’Hondt methods – more than one seat, too.
