Scopul lucrarii: Analiza procesului tehnico-juridic de constituire a noi unitati imobiliare in localitatea Bunet, avand ca fundament documentatia de urbanism de nivel zonal, pentru a asigura o dezvoltare teritoriala coerenta si legala. Obiectivele generale: Studiul cadrului legislativ si normativ privind urbanismul si cadastrul in Republica Moldova, analiza specificului Planului Urbanistic Zonal ca instrument de reglementare a regimului juridic, economic si tehnic al terenurilor, examinarea procedurii practice de formare a bunurilor imobile conform prevederilor Planului Urbanistic Zonal in localitatea Bunet, identificarea problemelor intampinate in procesul de implementare a documentatiei de urbanism la nivel de cadastru si propunerea unor solutii de optimizare. Metodele aplicate: In elaborarea lucrarii au fost utilizate metoda analizei comparative a legislatiei, metoda observatiei directe a procesului de proiectare urbanistica, metode grafice si cartografice pentru prelucrarea datelor spatiale, precum si metoda sintezei pentru formularea concluziilor privind eficienta Planului Urbanistic Zonal in dezvoltarea imobiliara. Rezultatele concrete obtinute: Proiectul demonstreaza ca utilizarea Planului Urbanistic Zonal in localitatea Bunet reprezinta solutia optima pentru transformarea terenurilor cu destinatie agricola sau a zonelor degradate in loturi viabile pentru constructii. S-a demonstrat ca proiectul de formare a bunului imobil, bazat pe Planului Urbanistic Zonal, asigura o precizie ridicata a limitelor cadastrale si respectarea utilitatilor publice (drumuri, retele). In urma studiului, a fost elaborat un algoritm de lucru pentru eficientizarea interactiunii dintre autoritatile publice locale si inginerii cadastrali, reducand timpul de inregistrare a noilor imobile in Registrul Bunurilor Imobile.
The aim of the work: To analyze the technical-legal process of creating new real estate units in Bunet locality, based on zonal-level urban planning documentation, to ensure coherent and legal territorial development. General objectives: To study the legislative and normative framework regarding urban planning and cadastre in the Republic of Moldova, to analyze the specifics of the Zonal Urban Plan as a tool for regulating the legal, economic, and technical status of land, to examine the practical procedure of real estate formation (through separation, merging, or combination) according to Zonal Urban Plan provisions in Bunet, to identify problems encountered in the implementation of urban documentation at the cadastral level and to propose optimization solutions. Applied methods: The thesis utilized the comparative analysis of legislation, direct observation of the urban design process, graphic and cartographic methods for spatial data processing, and the synthesis method for formulating conclusions on the efficiency of ZUP in real estate development. Concrete results obtained: The work demonstrates that using Zonal Urban Plan in Bunet locality is the optimal solution for transforming agricultural land or degraded areas into viable construction plots. It was shown that the real estate formation project, based on Zonal Urban Plan, ensures high precision of cadastral boundaries and compliance with public utilities (roads, networks). Following the study, a workflow algorithm was developed to streamline the interaction between local public authorities and cadastral engineers, reducing the time for registering new properties in the Real Estate Registry.
