Rolul Managerului de Proiect in cadrul proiectului de reconstructie si modernizare a terminalului aeroportului international "Eugen Doga"

Abstract

Actualitatea temei: actualmente activitățile legate de organizarea lucrărilor de reparație a Terminalului Aeroportului din Republica Moldova este strict necesară din cauza standartelor si de creșterea numarului pasagerilor. Din cauza acestor probleme Ministerul Infrastructurii și Dezvoltării Regionale (MIDR) împreună cu Agenția Proprietăți Publice au început un program de renovare a Terminalului Aeroportului Internațional Chișinău, care nu face față numarului de pasageri și crează dificultăți în sezoanele estivale. Prezenta lucrare îmbina cunoștințele teoretice cu cele practice ce țin de managementului organizării lucrărilor de extindere și modernizare a terminalului, care au fost estimate la suma de peste 700 mln lei MDL. Scopul tezei de master: este de a apreciza care este fundamentul managemetul proiectelor de extindere a terminalului aeroportului, a analiza toate activitățile precum lucrările necesare și soluționarea lor în modul cel mai eficient. Pentru atingerea scopului, au fost formulate și realizate următoarele sarcini: 1. Studiul managemetul proiectelor de extindere sau de constructie a unui nou terminal; 2. Analiza cadrul legislativ și normativ privind reparațiile capitale a edificiilor de interes public în Republica Moldova și în țările din Uniunea Europeană.; 3. Analiza generală a necesității estinderii și termenii de recuperare; 4. 5. extindere; 6. 7. Identificarea nevoilor și priorităților de intervenție în Terminalul Aeroportului; Analiza problemelor și disfuncționalităților întâlnite în derularea proiectelor de Analiza proiectului de execuție din perspectică tehnică și a resurselor implicate; Determinarea necesităților pentru creșterea efecienții în planificare, implementare și alocarea resursilor; 8. Determinarea unor instrumente moderne de management al proiectelor și petrecerea achizițiilor publice cu ulterioare etape care urmează; Structura lucrării: În deschidere se evidențiază relevanța subiectului de investigare, cerința și semnificația analizei. Acest formulat definește obiectivele și stabilește sarcinile cercetării Capitolul I, „ ANALIZA IMPORTANȚEI MANAGERIALE A IMPLIMENTĂRII PROIECTELOR DE CONSTRUCȚIE”, ce conține noțiuni generale și reguli de bază ce țin de managementul proiectelor. Capitolul II, „ ANALIZA IMPORTANȚEI MANAGERIALE A PLANIFICĂRII ȘI ORGANIZĂRII PROIECTELOR DE CONSTRUCȚIE” – este prezentată o analiza și un șir de propuneri de înbunătățire a managemrntului. Capitolul III, „CONTRIBUȚIILE MANAGERIALE ÎN REALIZAREA PROIECTULUI DE RECONSTRUCȚIE A TERMINALULUI AEROPORTULUI ,,EUGEN DOGA” – CHIȘINĂU”, conține un șir de investigații, propuneri, măsuri de execuții, implimentări și darea în exploatare a construcției nouă.

Topic relevance: currently, activities related to the organization of repair works of the Airport Terminal of the Republic of Moldova are strictly necessary due to the standards and the increase in the number of passengers. Because of these problems, the Ministry of Infrastructure and Regional Development (MIDR) together with the Public Property Agency have started a program to renovate the Chisinau International Airport Terminal, which cannot cope with the number of passengers and creates difficulties in the summer seasons. This work combines theoretical and practical knowledge related to the management of the organization of works for the expansion and modernization of the terminal, which were estimated at the amount of of over 700 million MDL lei. The purpose of the master's thesis: is to assess the basis of the management of airport terminal expansion projects, to analyze all activities such as the necessary works and their solution in the most efficient way. To achieve the goal, the following tasks were formulated and carried out: 1. Study of the management of projects for the expansion or construction of a new terminal; 2. Analysis of the legislative and regulatory framework regarding capital repairs of buildings of public interest in the Republic of Moldova and in the countries of the European Union.; 3. General analysis of the need for expansion and recovery terms; 4. Identification of needs and priorities for intervention in the Airport Terminal; 5. Analysis of problems and dysfunctions encountered in the development of expansion projects; 6. Analysis of the execution project from a technical perspective and the resources involved; 7. Determination of the needs for increasing efficiency in planning, implementation and resource allocation; 8. Determination of modern management tools of projects and holding public procurement with subsequent stages that follow; Structure of the work: In the opening, the relevance of the subject of investigation, the requirement and significance of the analysis are highlighted. This formulation defines the objectives and establishes the tasks of the research Chapter I, "ANALYSIS OF THE MANAGERIAL IMPORTANCE OF THE IMPLEMENTATION OF CONSTRUCTION PROJECTS", which contains general notions and basic rules related to project management. Chapter II, "ANALYSIS OF THE MANAGERIAL IMPORTANCE OF THE PLANNING AND ORGANIZATION OF CONSTRUCTION PROJECTS" - an analysis and a number of proposals for improving management are presented. Chapter III, "Managerial contributions to the realization of the reconstruction project of the "Eugen Doga" Airport Terminal - Chisinau", contains a series of investigations, proposals, execution measures, implementations and commissioning of the new construction.
