Abstract

The democratic state and civil society cannot replace each other. The two elements need each other. Without a functioning state that creates legal certainty, no civil society can flourish. And without an alert and vital civil society, a dictatorship could indeed survive, but a democracy will surely wither away. The fact that there must be a discussion and negotiation in society is demonstrated in this article and with the help of the historical journey from Aristotle to Hobbes and Locke to Rousseau. This is the only way we can achieve social democracy and this is the only way we can keep it alive.
