Abstract

In the realization of rights, participation of - legislative bodies, executive bodies, bodies of justice - is made in relation to powers reserved by the Constitution and laws of organization and functioning of each category of bodies and each body part. Invested with jurisdiction, these subjects participating as carriers of state authority in a field or another. As subjects of law, public authorities meet at least three categories of competences: the exercise of state in various fields, solving problems on the legal merits of the claims of legal subjects over others and providing state coercion where necessary, restoring the rule of law violated; recover damages.
