Cadastrul multifunțional: studiu de caz privind delimitarea, înregistrarea și proiectarea zonelor de protecție a apelor

Abstract

Scopul tezei constă în studierea și analiza procesului de delimitare, înregistrare cadastrală și proiectare a zonelor de protecție a apelor în cadrul cadastrului multifuncțional, precum și formularea unor soluții pentru eficientizarea gestionării acestora. Pentru realizarea scopului propus au fost stabilite următoarele obiective: analiza conceptului și funcțiilor cadastrului multifuncțional; studierea cadrului legislativ și normativ privind zonele de protecție a apelor în Republica Moldova; examinarea metodelor de delimitare și evidență cadastrală a zonelor de protecție; realizarea unui studiu de caz privind delimitarea și înregistrarea zonelor de protecție a apelor; elaborarea soluțiilor de proiectare și reprezentare cartografică a zonelor analizate; evaluarea importanței cadastrului multifuncțional în protecția resurselor acvatice și dezvoltarea durabilă. Teza este structurată în introducere, trei capitole, concluzii și recomandări, bibliografie și anexe. În introducere este argumentată actualitatea temei, sunt formulate scopul și obiectivele cercetării. Primul capitol prezintă bazele teoretice ale cadastrului multifuncțional și rolul acestuia în administrarea teritoriului și protecția mediului. Capitolul al doilea include analiza cadrului normativ și metodologic privind delimitarea și înregistrarea zonelor de protecție a apelor. În capitolul al treilea este realizat studiul de caz - rîul Copceac și teritoriul aferent acestuia, fiind descrise etapele de delimitare, proiectare și reprezentare cadastrală a zonelor de protecție analizate. Lucrarea se încheie cu concluzii generale și recomandări practice.

The aim of the thesis is to study and analyze the process of delimitation, cadastral registration and design of water protection zones within the multifunctional cadastre, as well as to formulate solutions for streamlining their management. To achieve the proposed aim of the work, the following objectives were established: analysis of the concept and functions of the multifunctional cadastre; study of the legislative and regulatory framework regarding water protection zones in the Republic of Moldova; examination of methods of delimitation and cadastral recording of protection zones; conduct a case study on the delimitation and registration of water protection zones; develop design solutions and cartographic representation of the analyzed areas; assess the importance of the multifunctional cadastre in the protection of aquatic resources and sustainable development. The thesis is structured with an introduction, three chapters, conclusions and recommendations, bibliography and annexes. The introduction presents the actuality and significance of the research topic, formulates the purpose and objectives of the research. The first chapter presents the theoretical foundations of the multifunctional cadastre and its role in territorial administration and environmental protection. The second chapter includes the analysis of the normative and methodological framework regarding the delimitation and registration of water protection zones. The third chapter presents the case study - the Copceac River and its related territory, describing the stages of delimitation, design and cadastral representation of the analyzed protection zones. The paper ends with general conclusions and practical recommendations.
