Executarea lucrărilor cadastrale de înregistrare masivă a bunurilor imobile (studiu de caz – satul Tălăiești, comuna Crasnoarmeiscoe, raionul Hînceşti)

Abstract

Дипломная работа посвящена исследованию теоретических и практических аспектов выполнения кадастровых работ в рамках массовой регистрации объектов недвижимого имущества в Республике Молдова. Актуальность темы обусловлена необходимостью формирования достоверной и полной кадастровой системы, обеспечивающей защиту прав собственности и эффективное управление земельными ресурсами. Целью работы является анализ особенностей и этапов выполнения кадастровых работ по массовой регистрации недвижимости, а также оценка их эффективности на примере села Тэлэешты. Для достижения поставленной цели были определены следующие задачи: изучение нормативно-правовой базы в области кадастра и регистрации недвижимости, рассмотрение теоретических аспектов идентификации объектов недвижимого имущества и правообладателей, помимо этого анализ методов и технологий, применяемых при массовой регистрации, исследование практического опыта проведения кадастровых работ на выбранной территории, а также выявление проблемных аспектов и формулирование рекомендаций по их устранению. В процессе разработки работы были использованы такие методы, как анализ и синтез научной литературы и нормативных актов, сравнительный и системный анализ, картографический и статистический методы, а также методы полевых обследований и обработки кадастровых данных. Это позволило комплексно подойти к изучению объекта исследования и получить достоверные результаты. Более того, в ходе исследования были не только систематизированы теоретические основы, но и приобретены практические навыки, связанные с обработкой кадастровых данных и анализом процедур массовой регистрации недвижимости. Более того, использование современных методов и специализированного программного обеспечения позволило мне более детально изучить особенности выполнения кадастровых работ и понять специфику их практической реализации. Таким образом, полученный опыт помог мне сформировать целостное представление о будущей профессиональной деятельности, а также развить аналитическое мышление и навыки работы с нормативно-правовой документацией.

Lucrarea de diplomă este dedicată cercetării aspectelor teoretice și practice ale executării lucrărilor cadastrale în cadrul înregistrării masive a bunurilor imobile în Republica Moldova. Actualitatea temei este determinată de necesitatea formării unui sistem cadastral complet și fiabil, care să asigure protecția dreptului de proprietate și gestionarea eficientă a resurselor funciare. Scopul lucrării constă în analiza particularităților și etapelor executării lucrărilor cadastrale în cadrul înregistrării masive a bunurilor imobile, precum și evaluarea eficienței acestora pe exemplul satului Tălăiești. Pentru atingerea scopului propus au fost stabilite următoarele sarcini: studierea cadrului normativ-juridic în domeniul cadastrului și înregistrării bunurilor imobile, examinarea aspectelor teoretice privind identificarea bunurilor imobile și a titularilor de drepturi, precum și analiza metodelor și tehnologiilor utilizate în procesul înregistrării masive, cercetarea experienței practice de executare a lucrărilor cadastrale pe teritoriul analizat, precum și identificarea problemelor existente și formularea recomandărilor pentru soluționarea acestora. În procesul elaborării lucrării au fost utilizate metode precum analiza și sinteza literaturii de specialitate și a actelor normative, analiza comparativă și sistemică, metodele cartografice și statistice, precum și metodele de cercetare în teren și de prelucrare a datelor cadastrale. Acest lucru a permis o abordare complexă a obiectului de studiu și obținerea unor rezultate relevante și fiabile. De asemenea, în cadrul cercetării nu doar au fost sistematizate bazele teoretice, ci au fost dobândite și abilități practice legate de prelucrarea datelor cadastrale și analiza procedurilor de înregistrare masivă a bunurilor imobile. Mai mult decât atât, utilizarea metodelor moderne și a programelor specializate mi-a permis să analizez mai detaliat particularitățile executării lucrărilor cadastrale și să înțeleg specificul aplicării lor practice. Astfel, experiența acumulată m-a ajutat să formez o viziune de ansamblu asupra viitoarei activități profesionale, precum și să dezvolt gândirea analitică și competențele de lucru cu documentația normativ-juridică.

The diploma thesis is dedicated to the study of theoretical and practical aspects of performing cadastral works within the framework of the mass registration of real estate in the Republic of Moldova. The relevance of the topic is determined by the need to establish a reliable and comprehensive cadastral system that ensures the protection of property rights and the efficient management of land resources. The aim of the thesis is to analyze the features and stages of carrying out cadastral works in the process of mass registration of real estate, as well as to assess their effectiveness using the example of the village of Tălăiești. To achieve this goal, the following tasks were defined: studying the legal and regulatory framework in the field of cadastre and real estate registration; examining theoretical aspects of identifying real estate objects and rights holders; analyzing the methods and technologies used in mass registration; investigating practical experience in carrying out cadastral works in the selected territory; and identifying existing issues and formulating recommendations for their resolution. During the development of the thesis, methods such as analysis and synthesis of scientific literature and normative acts, comparative and systemic analysis, cartographic and statistical methods, as well as field survey methods and cadastral data processing were used. This allowed for a comprehensive approach to the research object and the obtaining of reliable results. Furthermore, during the research process, not only were the theoretical foundations systematized, but practical skills related to cadastral data processing and the analysis of mass registration procedures were also acquired. Moreover, the use of modern methods and specialized software allowed for a more detailed study of the specifics of cadastral work execution and a better understanding of their practical implementation. Thus, the experience gained helped me form a comprehensive understanding of my future professional activity, as well as develop analytical thinking and skills in working with legal and regulatory documentation.
