Procesul de verificare și recepționare a lucrărilor cadastrale de înregistrare primară masivă

Abstract

Prezenta teză de master, structurată pe parcursul a 61 de pagini, reprezintă o analiză complexă a mecanismelor de control și validare în cadrul cadastrului modern din Republica Moldova. Importanța temei derivă din necesitatea asigurării unei calități ireproșabile a datelor funciare, proces susținut vizual în lucrare prin intermediul celor 32 de figuri, 1 tabel ce ilustrează etapele tehnice și studiile de caz analizate. Bazându-se pe un suport documentar de 28 de surse bibliografice, cercetarea demonstrează că procesul de verificare și recepție nu este doar o etapă administrativă, ci o garanție a securității proprietății pentru fiecare cetățean. În capitolul unu s-a relatat despre cadrul teoretic al lucrărilor de înregistrare primară masivă, care conține: noțiuni, obiecte și clasificări despre baza teoretică a lucrărilor, structura cadastrului în Republica Moldova, principiile de creare și cadrul legislativ. De asemenea, în acest capitol este descrisă structura instituțională a cadastrului, cu accent pe rolul I.P. Cadastrul Bunurilor Imobile. S-a menționat importanța bunurilor imobile ca element central al evidenței, necesare pentru securitatea juridică și crearea bazei de date naționale. Capitolul doi este bazat pe metodele de executare a înregistrării primare masive, unde teoria din primul capitol este aplicată în fluxul de lucru. S-a descris procesul de colectare a datelor și aplicarea software-urilor de specialitate în procesul de lucru. Utilizarea instrumentelor digitale și a documentației cadastrale elaborate cu ajutorul utilajului geodezic modern este esențială pentru asigurarea calității măsurătorilor care urmează a fi recepționate. Capitolul trei este elaborat pe baza studiului de caz și a activității practice în cadrul Direcției Înregistrarea Primară Masivă. S-a descris minuțios procesul de verificare și recepție a lucrărilor. În acest capitol s-a pus în aplicare software-ul cu ajutorul cărora s-au verificat planurile geometrice și s-au identificat erorile de topologie. Documentația cadastrală întocmită și rapoartele de recepție servesc drept suport practic în analiza eficienței proiectului PIEF.

This master's thesis, structured over 61 pages, represents a complex analysis of the control and validation mechanisms within the modern cadastre of the Republic of Moldova. The importance of the topic stems from the need to ensure an irreproachable quality of land data, a process visually supported in the paper by 32 figures, 1 table illustrating the technical stages and the analyzed case studies. Based on a documentary support of 28 bibliographic sources, the research demonstrates that the verification and reception process is not merely an administrative stage, but a guarantee of property security for every citizen. In chapter one, the theoretical framework of massive primary registration works was reported, containing: notions, objects, and classifications regarding the theoretical basis of the works, the structure of the cadastre in the Republic of Moldova, the principles of creation, and the legislative framework. Also, this chapter describes the institutional structure of the cadastre, with an emphasis on the role of the I.P. Real Estate Cadastre. The importance of real estate as a central element of the record-keeping, necessary for legal security and the creation of the national database, was mentioned. Chapter two is based on the methods of executing massive primary registration, where the theory from the first chapter is applied to the workflow. The data collection process and the application of specialized software in the work process were described. The use of digital tools and cadastral documentation developed with the help of modern geodetic equipment is essential to ensure the quality of measurements that are to be received. Chapter three is developed based on the case study and the practical activity within the Massive Primary Registration Department. The process of verification and reception of the works was described in detail. In this chapter, the software was applied, with the help of which the geometric plans were verified and topology errors were identified. The prepared cadastral documentation and the reception reports serve as practical support in the analysis of the efficiency of the PIEF project.
