dc.description.abstract The mass appraisal system of real estate in the Republic of Moldova faces significant challenges that undermine its efficiency, accuracy, and fairness. This study provides a detailed analysis of the system's current state, focusing on critical issues such as inadequate market data, outdated appraisal methodologies, and institutional inefficiencies. These challenges result in inaccurate property valuations, negatively affecting local budget revenues, economic indicators, and public trust in the taxation system. The research highlights the broader implications of these shortcomings, including disparities in property taxation and diminished public perception of fiscal equity. To address these issues, the study proposes a series of targeted recommendations, including improving the quality and availability of market data, adopting modern valuation techniques, and strengthening institutional frameworks. These measures aim to enhance the transparency, accuracy, and fairness of the mass appraisal system, ensuring it better aligns with the economic and social sustainable development of the Republic of Moldova. en_US
