Abstract:
Monotonicity of multi-optional „votes-decision” with divisor methods (d’Hondt, Sainte-Laguë, Huntington-Hill and General Linear Divisor) to the modification of the value of all input parameters, both separately and in combination, are investigated. It is shown that these methods are invariant to the total number of votes and are monotone to the total number of seats, to the number of votes cast for a party and to the coverage, but are nonmonotone to the voter preferences and to the number of parties.
